Mazkur maqolada oliy ta'lim muassasalarida kadrlar qo‘nimsizligini baholash metodikasi ishlab chiqilgan va uning amaliy tatbiqi Chirchiq davlat pedagogika universiteti misolida ko‘rsatilgan. Tadqiqotning dolzarbligi O‘zbekiston oliy ta'lim tizimidagi kadrlar qo‘nimsizligi darajasi bo‘yicha rasmiy statistik ma'lumotlarning yetishmasligi bilan belgilanadi. Muallif tomonidan kadrlarni almashinuvi (Turnover Rate) va saqlab qolish (Retention Rate) ko‘rsatkichlari asosida baholash modeli taklif etilgan hamda 2021-2025-yillar oralig‘idagi real ma'lumotlar tahlil qilingan. Tahlil natijasida universitetda qo‘nimsizlik darajasi o‘rtacha 2,3 foizni tashkil etgani, bu xalqaro me'yorlardan sezilarli past ekanligi aniqlangan. Shuningdek, ayol professor-o‘qituvchilar sonining izchil oshib borishi kabi demografik o‘zgarishlar qayd etilgan.
