Abstract

In many countries and their higher education institutions, a system of postgraduate education has been established, where the training of advanced researchers across various scientific fields is conducted using international standards for regularly monitoring, evaluating, and improving system efficiency. In our country, alongside the higher education system, the doctoral education system is also regulated, and integrating international norms and criteria to increase system efficiency has become a requirement of the time. This article examines the criteria for evaluating and enhancing the effectiveness of the doctoral education system in our country and their degree of compliance with international standards, based on Resolution No. 304 of the Cabinet of Ministers of the Republic of Uzbekistan dated May 22, 2017, "On measures to further improve the system of postgraduate education," and Decree No. UP-98 of the President of the Republic of Uzbekistan dated May 26, 2026, "On improving the system of training and attestation of new generation scientific personnel." Furthermore, the experience of several foreign countries in monitoring doctoral education systems in higher education was studied based on the Bologna Process and the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG).
