PROBLEMS OF FORMING A UNIFIED SYSTEM FOR ACCOUNTING AND MONITORING OF EXTERNAL LABOR MIGRATION IN THE REPUBLIC OF UZBEKISTAN

Abstract

This article examines the challenges involved in developing a unified system for recording and monitoring external labour migration in Uzbekistan. The topic's relevance is determined by its impact on the labour market, household incomes, foreign currency inflows, and the social and legal protection of citizens abroad. Using institutional, comparative and problem-oriented analyses, the study looks at the national digital infrastructure and the experiences of the Philippines, India, Indonesia and Nepal. It identifies data fragmentation, weak interagency integration, and limited coverage of informal migration. It highlights the necessity of an integrated digital ecosystem to enhance the quality of registration, forecasting, and regulation within state migration policy.
