A TERRITORIALLY DIFFERENTIATED INVESTMENT MECHANISM FOR GREEN SKILLS IN SMALL BUSINESS

Abstract

This article develops a territorially differentiated mechanism for investing in green skills in Uzbekistan’s small business sector. The empirical base comprises official 2018–2025 data from the National Statistics Committee on employment in small entrepreneurship and its share in gross domestic and regional product. The employment– value gap and relative value return are calculated, and 14 regions are classified into four types using 2025 median values. The results show that the employment–value gap widened from 12.8 to 22.7 percentage points nationally and from 1.7 to 12.2 percentage points in Samarkand region. The proposed mechanism integrates territorial diagnostics, sector-specific demand identification, enterprise orders, modular training, co-financing, workplace application and results-based monitoring. It shifts support from financing participation in training towards rewarding verified resource savings, formal employment and value-added growth. The framework is designed as a transparent decision rule rather than a uniform subsidy and can be recalibrated as firm-level green performance data become available.
