Abstract

The article examines how the intensifying global competition for highly skilled professionals affects human resource management in Central Asian countries. The relevance of the topic stems from the high level of labour migration from the region and from the rapid change in the skill sets employers demand. The study compares the competitiveness of the selected countries and outlines ways to improve personnel policy. The analysis draws on six pillars of the Global Talent Competitiveness Index 2025 (GTCI 2025): Enable, Attract, Grow, Retain, Vocational & Technical Skills and Generalist Adaptive Skills. Singapore and the United Arab Emirates, both ranked highly, serve as the benchmark. The main finding was unexpected: the weak link in the region is not attracting highly skilled people but developing them and building generalist adaptive skills. Uzbekistan shows this imbalance most clearly - its vocational and technical skills match the level of leading countries, while its adaptive skills lag furthest behind. Recruitment, continuous training, recognition of qualifications and employee retention should not be separate measures but components of a single talent strategy.
