THE PARADOX OF PERSONNEL SHORTAGE AND UNEMPLOYMENT IN UZBEKISTAN

Abstract

This article analyzes the relationship between personnel shortages and unemployment, which is simultaneously observed in the labor market of Uzbekistan, as well as its main causes. The study pays special attention to factors such as the structural imbalance between demand and supply in the labor market, the gap between vocational education quality and employer requirements, labor migration, the impact of the digital economy, regional imbalances, and the attractiveness of certain professions. Based on statistical data, the ratio of available jobs to the number of unemployed by region was analyzed, and it was substantiated that the most important problem is the discrepancy between the requirements for available vacancies and the professional knowledge, skills, and competencies of the unemployed population, rather than the shortage of jobs in the labor market. Based on the research results, proposals were developed for adapting the education system to labor market needs, developing dual education, retraining and advanced training of the population, forming digital competencies, increasing regional labor mobility, forecasting personnel needs, and monitoring the labor market.
