Ushbu maqolada davlat fuqarolik xizmatida inson resurslarini rivojlantirishning tashkiliy va iqtisodiy mexanizmlari xalqaro tajriba hamda O’zbekiston amaliyoti misolida qiyosiy tahlil qilingan. Tadqiqot asosiy savol sifatida baholash, rivojlantirish va rag’batlantirish mexanizmlari o’rtasidagi institusional bog’liqlik darajasini o’rganadi. 2026-yil fevral oyida Qoraqalpog’iston Respublikasi, Namangan, Andijon, Toshkent viloyatlari va Toshkent shahrida iqtisodiyot, ijtimoiy soha va soliq tizimi xodimlari, shuningdek, mahalla instituti vakillari qamrab olingan kvota-stratifisirlangan so’rovnoma (n=921) natijalari tahlil qilingan. Institusional tahlil, qiyosiy usul va normativ-huquqiy hujjatlarni tahlil qilish metodlaridan foydalanilgan. Tadqiqot natijalari shuni ko’rsatadiki, rasmiy baholash tizimi mavjud bo’lgan tashkilotlarning xodimlaridan 15,3% o’z ish natijalariga mos trening tavsiyasini olmaganini qayd etgan, 33,7% esa kasbiy rivojlanish uchun vaqt yetishmasligini ta’kidlagan. Shu asosda inson resurslarini rivojlantirishning integrasiyalashgan tashkiliy-iqtisodiy yondashuvi taklif etilgan.
